The current thumbnail specs from YouTube Help, without the guesswork.

A YouTube video thumbnail should use a 16:9 aspect ratio, be at least 640 pixels wide, and be a JPG or PNG; YouTube Help now lists 3840 x 2160 as the resolution to aim for. Uploads from mobile are capped at 2 MB for video thumbnails.
Custom thumbnails need a verified channel with intermediate features enabled.
Keep text large and short, test how it looks at small sizes, and leave space where the timestamp overlay sits in the bottom-right corner.
